Thank you for contacting the Impact Assessment Unit regarding the Cannie Wind Farm project.
The project has been referred to the Minister for Planning (the Minister) for assessment under the Environment Effect Act 1978 (EE Act). The referral process aims to determine whether further environmental assessment is warranted, and is so, what format that might take. Our Ministerial Guidelines (here) outline what the Minister considers when deciding whether a project may require an Environment Effects Statement to be prepared. Please note that any updates to the referral, including the Minister’s decision on the project (once it has been made), will be included on the project page for the referral on our website which can be found here.
Unfortunately, the referral process under the EE Act does not have a formal invitation for public comment. However, should the Minister require further assessment under the EE Act (e.g. if an Environment Effects Statement (EES) is required), that process has formal public comment periods. Whilst formal comment is not sought during the referral stage, you are always welcome to write to the Minister about your concerns regarding the project.
There is potential for the project to require approval under the federal Environmental Protection and Biodiversity Conservation Act 1999 (EPBC Act). This will depend on whether the project is deemed likely to impact any Matters of National Environmental Significance (MNES). Whilst the project is not currently listed on the EPBC referral list, if the project is referred under the EPBC Act, you will be able to review the documents and provide comment through the referral page which can be found here.

Federal Government declared Illawarra an offshore wind zone 15/6/24. The amended zone is one third the size of the originally proposed zone, at 1,022 kilometres squared, and is located 20 kilometres off the coast. It is the fourth officially declared zone joining Gippsland, Hunter, and Portland.
Bunbury and Bass Strait are still in the proposed category, making six areas in total.
