NFA it needs to be stressed that the $39.5 billion is on top of all the other benefits that everybody qualifies for. For instance, Aboriginals qualify for the same benefits as everybody else - Jobseeker, age and invalid pensions, sickness benefits, supporting parents benefit NDIS payments and so on. These payments to Aboriginals are included in the totals for everybody regardless oof race.
The $39.5 billion is on top of and separate from all those payments.
