Sinclair Davidson mentioned this on CatallaxyFiles.com back around Jan 16th in terms of the ACCC taking on Google to force them to carve out from Google's Australian advertising revenue a portion to recompense the Australian Media Industry for Google's use of said Australian Media Industry content.

The reasons I am raising this is because the "Google v Australian Government" started to appear in the last week and a bit on some American Blogs, always with Google as the bad guys of course.
Now, I have no faith nor trust in Google, The Australian Government being Politicians and Bureaucracy whatsoever so I thought I would look a bit closer.
The memorandum mentions both Google and Facebook but it is not exclusive to them.
If I was cynical I would suggest that it is The Australian Government setting up a legal way to gain access to all Google Australian website search information and by extension that would include Microsoft Bing.
The whole business was kicked off in 2017 by then Treasurer Morrison and it has been carefully guided through an ACCC inquiry and the resultant legislation will be administered by the Australian Communications and Media Authority which also looks after cyber security.
The other aspect to be mindful of that I noticed on reading various documents is that Australia does not have like America a fair use of content policy.
